Dr. Light's comment in the third panel has to do with the fact that those ninjas have been laying there for quite a while, realtime. In comic-time, they've probably only been there a few hours. Of course, everyone's been walking on them, so I'm guessing they're probably not in the best of condition. And in the end, it doesn't really matter, because no one really cares about the ninjas.
