That's a recolored version of one of the consoles from Dr. Light's 8-bit lab, which is only seen in cut scenes in some of the later games. I figured it's how these characters would control Mega Man's body. Also, that's obviously a recolored sprite of Slash Man from the Battle and Fighters game.
