In George's defense, there are so many other ways there could be two Dr. Wily's. It could be time travel duplicates or parallel dimension alternates or imposters or evil clones or shapeshifting aliens. You can't blame him for not immediately knowing that it was a robotic clone. Also, to add to the confusion, the reader is supposed to think that the Doc Robot the real Dr. Wily is referring to in the secodn panel is the one that Mega Man had just destroyed.
