I think this is a point of escalation for this storyline. The arrival of four incredibly powerful, incredibly smart robots? You know that's got to up the stakes for Bob. Also, I assume Ran learned about Dr. Wily's imprisonment, along with Dr. Light's, during his conversation with Napalm Man, even though it wasn't stated explicitly in the comic.
