To be clear, Vic is the computer program Bob inserted into Mega Man's head during the upcoming Sixth Megaman Game storyline, which is what drove Mega Man evil and lead him to attack all of those robots. Presumably he's been in Mega Man's head since then. Also, the name of Bob's sentient virus program comes from the holodeck character in Deep Space Nine. Also, that sign, which I'm not sure is ever fully visible, says "Bob's Evil Juice Bar", naturally.
