It was necessary to mention this little tidbit, since it would important to the storyline later. Also, why the hell can't the support units talk? Would it really be that complicated? Or did Dr. Light give them the intelligence of actual dogs for some reason? I mean, I could understand creating robots with dog-level intelligence as a precursor to humanoid robots, but these two were built after Mega Man and Bass.
