Nearly any other secondary character would have been fine, but since Bass is particularly important to the whole "Attack of Mega Man" storyline and George already interacted with Bass just recently (from George's perspective) and will very soon (from Bass's perspective), he's an absolutely terrible (and terribly crucial) secondary character to pick to help George. I have no idea if any of that made any sense.
