This is somewhat based off that scene in I, Robot with Will Smith (which I didn't think was that bad) where the robot had to choose whether to save the little girl or Will Smith, and it determined that Will Smith's character had a greater chance of survival, so it chose him. Here, Proto Man is trying to explain that his programming has determined that it's more like that others will die if Proto Man tries to help Mike, rather than just letting Mike die.
