It does seem like an awkward situation for George, but at least he tries. I assume that Dr. Wily and his clone have some sort of scheduling figured out so that one of them is always in Dr. Light's lab while the other is keeping up with his nefarious schemes in his own lab. In fact, looking back, it seems like Dr. Wily would naturally have to have a robotic clone around just to make his whole plan work in the first place.
