I guess the idea was to see if Dr. Wily's robotic clone would somehow stop Gamma if it was stepped on. Clearly it didn't work, not that they were really expecting it to. The title of this comic comes from Excel Saga, where each episode ended with a declaration whether or not today's experiment failed or not. It usually did.
