I believe this is the only time George ever mentions a limit on his powers, but given that he just blew up Dr. Wily's fortress single-handedly, I'd say it's understandable that he's out of juice. Also, a call-back to the indestructibility of title characters, though this won't be the only time George relies on it for his survival. Just playing around with a Fire filter in Photoshop.
