The dialogue in the background is a repeat of what Mr. X was saying just before George interrupted him in X's simulation. Because George interrupted him, he never got around to actually introducing his mysterious guest, so George didn't learn at the time that this guest was, in fact, Bob. But since the tape contains the actual tournament, there's no George to interrupt him, and both George and the audience get to find this out. As such, it was a bit of a surprise for George to learn that his brother is apparently still stuck back in time, as well as a surprise to the audience, since last the readers knew, Bob was actually stuck in a demi-plane, not stuck in the past.
