On the one hand, this explanation totally makes sense. Of course an Author could take Bob out of Dr. Wily's complex without setting off the bomb; they can do anything. On the other hand, some might argue that maybe the Shador-George hybrid can't, since he's not a full Author. But since Bob's helmet doesn't actually have a bomb in it, the point is rather moot.
