I guess the poison didn't work on Chadling. This may or may not have been expected. While it's possible evil/smart Mega Man (or the Helmeted Author) didn't know how the poison would affect Chadling, it's also possible that he knew he would have to eliminate Bass eventually, and having Chadling take him out would simplify things in the long run. Besides, the poison in the ice cream was only part of the plan.
