It had been so long since Mega Man had been around and the storyline has been so focused on the adventures of Ran and the Cossack Bots attemtping to save Kalinka, I was assuming that the audience had simply forgotten about him and how this was supposed to be a video game in which he is the main character. Also, I think Dr. Cossack was working on his boss vehicle in case his robots failed and he'd have to go after Kalinka himself.
