I guess humans can teleport. Unless this is actually one of Dr. Wily's robotic clones, which he sent specifically to relay this message, which would actually make way more sense that Dr. Wily actually teleporting himself directly into Dr. Cossack's fortress to threaten everyone. Also, Dr. Wily's line in the third panel was an allusion to the fifth Megaman game, where Dr. Wily uses Dark Man to frame Proto Man. Or, at least that's what happened in the game. It turned out a bit differently in the comic.
