The premise here is that after Dive Man destroyed Dr. Wily's laser gun thingy, Dr. Wily quit screwing around and got down to business, activating his giant flying skull thing and killing Dive Man. Also, Proto Man's line in the last panel was referencing the fact that he and Toad Man have spent several comics just trying to get down to Kalinka's cell, while Dr. Wily was able to kill Dive Man, get down there, and grab Kalinka all in less time.
