While this wasn't the first time Gamma had appeared from the wreckage of Dr. Wily's fortress, it was something of a surprise to the readers since he wasn't supposed to be in this game. And it might have been a surprise when it happened at the end of the fifth game, but the readers were expecting it when it happened at the end of the sixth game. Also, if you're wondering how Proto Man and Mega Man got from Dr. Cossack's fortress to Dr. Wily's so quickly, especially with Mega Man's teleporter broken, I'd assume Mega Man piggy-backed on Proto Man's teleporter, much like how Kalinka did earlier.
