Of course George checked Wikipedia first. Isn't that what anyone would've done? So, presumably, Vic took control of Mega Man at some point, maybe while he was asleep, and added a page containing information about the tournament. Why there wasn't already a page, I couldn't say. Maybe someone in the government didn't want you to know about it.
