In my opinion, it would totally have made sense for Dr. Wily to enter Bass into the tournament, if for no other reason than to test his abilities. I mean, it assumes that Bass had already been built, but I don't think it's that much a stretch of the imagination. After all, Dr. Wily was captured at the end of the game, only to be broken out by his robots at the beginning of Megaman 7. When would he have had time to build Bass? Having already failed to get a Helmeted Author thing going in the white space, I thought I'd pretend to have Liss do something. Unfortunately, she wasn't really all that game for it, and the concept died after a few more attempts.
