Bob is NEVER defenseless. (And I'm not even talking about his fire powers.) But that doesn't mean he doesn't want his blaster back before he starts torturing Mike. As to why he didn't bother tying up Mike, I can only guess that he either didn't think Mike would wake up so soon after that blow to the head, or he simply didn't bother wasting the time, knowing that he would be totally capable of taking Mike down again when the time came.
