As I said, even Mega Man is smart enough to realize that if eight new Robot Masters are out trying to take over the world, Dr. Wily must be behind it. That's the only reason he hadn't put it all together yet.

The irony here is, of course, Dr. Wily hasn't finished the eight robots yet, so I have no idea what Ran's talking about. I like to think that Ran was listening to the rest of this conversation and new that his declaration would be the only thing that would motivate Mega Man to go after Dr. Wily.
