I guess this would explain why George wasn't that concerned about using an EMP to stop X. If Dr. Light had told him it would reset things, that would probably be good enough. By the way, if it's not clear, the lie is that the EMP wouldn't have destroyed those people, since the data is stored optically, and an EMP would have no effect on that.
