Okay, so, this tirade may seem to have come out of nowhere, but there was a point. In the middle panel, you can see Lan's face in the moon. That was supposed to represent Mega Man's core personality, which has basically been incorporated into the background at this point. George's talking about ice cream has, naturally, drawn his attention, which is important for the storyline's resolution. Also, what George has apparently forgotten in the last panel is that X doesn't like ice cream, so X doesn't care if George won't share it with him. I expect some readers had completely forgotten that plot point by now, so this punchline may not have made sense to some.
