I don't think I had a firm idea of what was going to happen to Mega Man during the First Annual Robot Tournament. I'm pretty sure I hadn't decided to turn him evil again, but I did have to have some reason why he didn't remember those events, especially since I was going with fated time travel for this storyline. Also, since Dr. Light programmed him, he'd naturally only have a Level 10 alert.
