Proto Man is referring, of course, to Dr. Wily's unfortunate knack for announcing his evil plans aloud, letting people always know what he's up to.

Here you can see what I was talking about in the previous commentary. Proto Man's sprite is a composite of his actual Megaman 3 sprite mixed with Mega Man's regular sprite. Most of the real difference is in the upper body.
