If we fail to learn from the past, we're doomed to repeat it. In this case, Dr. Light refuses to see the obvious Wily-esque pattern in what George is supposedly doing, and thus doesn't realize that it is, in fact, Dr. Wily behind the whole thing.

Clearly this whole "blame someone else" scheme is where Dr. Wily got the idea for the plot of the next three games, right Dr. Cossack, Proto Man, and Mr. X?
