I threw in the line about lightning and time machines simply to remind readers about what happened last time George used a time machine, and also to prepare them for what will happen to Bob later. It was also important to inform the readers that Bob and George can't use their powers against each other, which was critically important to the end of the comic. I mean, if I hadn't brought it up until the very end, readers might feel like I pulled it out of my ass. By bringing it up here, there's a precedent.
