While it's not official, I've always been of the opinion that when Bass ransacked Dr. Light's lab in Megaman 7, not only did he steal the plans for the Rush adaptor, but he also stole the preliminary designs for X. My guess is that Bass just downloaded everything he could find on Dr. Light's computers and turned it over to Dr. Wily. As I see it, first Dr. Wily used the Rush Adaptor schematics to create Treble and turn him into a jetpack for Bass, but then he went back and started looking through the rest of Dr. Light's files, eventually finding the designs for X and using them to create Zero. And for those wondering, that Zero sprite is the sprite his remains from the first Megaman X game, after he blows himself up to save X from Boba Fett Vile. Oh crap, I hope I didn't spoil that for anyone.
