Much like the previous end-of-game battle with Dr. Wily, Mega Man just stands there and waits for Dr. Wily to get himself situated in his giant death machine. He's really quite polite you know. I'm pretty sure I'd start shooting as soon as I saw him. And, if you think about it, you'll realize this isn't something I made up. Whenever Mega Man, or one of later progeny, enters someone's lair, what's the first thing he does? He just stands there, patiently waiting for the boss to finish his little dance and fill up his life meter. So polite.
