First, let me say that with something as powerful as Mega Man's EMP, why wouldn't he fix it? Just because something breaks doesn't mean it has to stay broken, especially if Mega Man's the one that built it himself. I guess we have a certain level of expectation in our video games that when something's broken, it tends to stay broken for the rest of the game, unless there's a huge side quest involved in fixing it.
Also, for the sake of future reference, please note that in the first panel, Snake Man's tail is up. In the rest of the panels, his tail is down, in contact with the ground. Further, note that in the third panel, all of the electrical current is flowing through the tail and not the rest of his body. There will be a test on this later.
Again, just being weird.
