When you encounter Gemini Man in the actual game, he won't attack until you do. He'll just dance around the room until you attack him. I'm not sure if it's supposed to be some sort of honor thing or what, but it's definitely strange. So the joke here is that deadly force is used because of Mega Man's tiny little peashot.
