I think we can all agree that Charge Man is one of the stupidest ideas for a Robot Master ever. Bob's comment about the difficulty of building a bipedal robot is an allusion to Chrono Trigger, where Lucca mentions something similar, which is foreshadowing to the discovery of Robo in the future.
