Yeah, that's a pretty big flaw in the plan. Can you imagine how pissed Dr. Cossack would be if he actually succeeded in taking over the world for Dr. Wily and Dr. Wily didn't have his daughter to turn over? But at least it's nice to see Dr. Wily getting involved again.
