One of the running themes in the comic is that something is always bound to happen if you just wait. When George first met Mega Man, he mentions that even though they're just standing around eating ice cream, he knows it's only a matter of time before something strange/weird/catastrophic happens. And then Bob attacked. Later on, Proto Man knew it was only a matter of time before a new enemy showed up to try to kill everyone. And then "George" showed up. I imagine the phenomena is similar to what happens whenever someone utters "At least it can't get any worse..."

In this case, Mega Man and Bass are just standing around, and a random portal opens up. I may have intended for the readers to believe this was Bob returning from the Alternate Dimension (from just a few comics ago) to continue his attack. But in the end, it was decided that the random portal was a side effect of all the dimensional travel that had happened recently.
