Dr. Light and his "levels" recur later with the labeling of the lab's floors (although it's a little hard to see) and with the enumeration of difficulty levels in the simulation room.

At this point in the comic, Dr. Light hadn't really starting drinking yet, so much of his odd behavior was supposed to stream from pure zaniness. After all, a man who creates a bunch of robot superheroes for children must be a little strange to begin with. I wonder what that says about Professor Utonium from the Powerpuff Girls.
