Clearly Bob thinks X had the right idea about how to get the door open. But... where did Bob get the blaster? Zero's comment about programming harkens back to the original Mega Man's programming, where he is just programmed to be stupid. Maybe Dr. Light copied parts of Mega Man's original programming into X and never bothered to do a thorough cleanup. Sounds like something Dr. Light would do.
