As Bob is from the same universe as George, he's played the Megaman X games as well, and he knows that everyone from the classic games is supposed to be long dead by then, though not necessarily how they died. Since Bob is supposed to be dressed up as Proto Man, it's reasonable to assume they should be the same height here. As has been mentioned before, the "implants" that Prometheus is talking about are the parts he scavenged from Zero post-Cataclysm, which is used to make himself appear more like a Reploid when the time came.
