I figured if Mega Man's eyes glow in the darkness, he should be able to project like with them. Though, really, your eyes is probably the worst place to project light, given that you're using them to then recollect the light. On the other hand, at least you're always signing the light on whatever it is you're looking at, right? Also, I'm sure there's an allusion here to shining a light on a cat and having it hiss at you, but I'm not entirely sure what it is. Maybe Pet Cemetary.
